In the case of a 5 population settlement, I guess you would need to get the growth rate to 20% per year for the settlement to grow. In the case of a 10 population settlement, you might be able to get the growth rate to 10% per year. There are also (other) traits and retinue which affect growth.
The more chivalry a governor has, the more the settlement will grow. Using a general as a governor also affects growth. The happiness level of the settlement affects population growth. (Choosing the "low" tax level maximises population growth.)
